“Digital Dollar” Strategy: How USDT Payments Started in Bolivia

The expansion of USDT payments in Bolivia leads back to the Bolivian resolution to remove the crypto ban, which was issued on June 25, officially enabling “virtual assets” and allowing financial institutions to direct customer transactions to crypto exchanges. Yvette Espinoza from the monitoring of the financial system (ASFI), Bolivia’s financial supervisory authority, noted that the initiative made the country possible to facilitate crypto transactions within a regulated framework.

Bolivia expanded the use of crypto in the public sector on March 13, when President Luis Arce authorized YPFB’s cabinet to carry out crude oil import transactions using USD or cryptocurrency. From October 2024, Banco Bisa Boliviens Custodial Services for Tether’s USDT started to offer customers commercialities.

Inflation Crisis Fuels Stablecoin Adoption in Latin America

Latin America continues to see an increase in crypto payment adoption, driven by economic instability and currency weakness. The latest regional analysis of Bitso shows that stable coins such as USDC and USD have become important instruments for protecting prosperity. Argentina, which is fighting over 100% inflation, has turned to stable coins as a form of protection against financial volatility.

Colombian investors have also accepted stable coins after they were faced with restrictions. Mexico has maintained its position as a leading regional crypto hub, with Bitcoin and USDT dominating international transfers amidst the decline of the peso. Regional data confirm this upward trend, with the latest Chainalysis Global Crypto Adoption Index showing that crypto adoption in Latin America rose by 63% compared to the previous year in 2024.

Between July 2023 and June 2024, Latin America accounted for 9.1% of the global cryptocurrency value, with the region processing digital assets worth almost $415 billion during this period. This growth is reflected in the country ranking, with three Latin American nations securing places among the top 20 crypto adopters in 2025: Brazil (5th), Venezuela (18th), and Argentina (20th).

The Bolivian legislator Mariela Baldivieso from the Comunidad Ciudadana Party said that comprehensive integration of cryptocurrency could strengthen the economic basis of the region. Baldivieso suggested that Bolivia’s crypto adoption is now positioning the country among the five best adopters in Latin America, supported by progressive political reforms.

In particular, the expansion of USDT payments in Bolivia is not the first time that Toyota is pursuing a blockchain and cryptocurrency payment project. In July 2024, Toyota Blockchain Lab plans outlined for an ERC 4337-based MOA system (mobility-oriented account) that creates vehicle-specific blockchain identities that could support complete autonomous operation.
